Download gets stuck on V2.7.3

Download gets stuck on V2.7.3, but if you stop the download manually and restart it, the counter jumps back a few %age points and starts downloading again.
For example,
Download stuck at 95%
Hit Stop
Wait a few seconds
Hit Start
Download counter jumps back to 89% and starts downloading again.

If you manually stop downloading, the last not fully downloaded buffer is deleted. It's not being written to disk.
So this not fully downloaded buffer is subtracted from 95% and you get 89%.

That makes sense, but why does it get stuck?
